Game stutters every few seconds

For the last few days I've been getting constant stutters in every match I play. It's every 10 seconds or so, it makes the game unplayable. I'm not sure if this is a connection issue on my end (I suspect it's the case but deadlock is the only game I play with this issue), or a server problem.

I've already tried restarting my network, prioritizing my PC, running a speed test, and also reconfiguring my mesh network.
