Game stuck on downloading content - After a crash

My game crashes, usually when loading into matches, saying some file is corrupted. Then, when I try launching again, it says "Downloading content (0%)" and will not move. This bug has happened to me a few times (3-4 times I'd say over the past 3 weeks). Here are the fixes I have tried:

- Restarting steam
- Disabling steam cloud
- Restarting computer
- Reinstalling the game (did this twice)
- Clearing download cache

I'm on Windows 10. Here are my specs:
cpu: i7-8700k
gpu: GeForce RTX 3070
ram: 16gb

You don't always have to redownload the game or wait for a long time if you only delete some of the vpk files, don't have a consistent way of saying which ones yet however.
