Game freezes continually

At any point when the game is running, including menus and the lobby, the game will sometimes freeze up. Audio continues to loop when it's frozen. This state lasts for a couple of seconds to maybe 15 seconds. If this happens in the middle of a game, it sometimes boots me out to menu, so that I have to rejoin games once or twice on average.

Some things I've tried to fix this, in no particular order:

• Restart the game
• Restart my computer
• Install new drivers
• Reinstall the game
• Run the game as administrator

This is the only game that experiences this issue for me, I've never had it with other games I play (Marvel Rivals, CoD). I originally thought this was a network issue, but my internet works perfectly fine for everything else, and the in-game internet stats never show that I have bad internet - the average FPS just spikes up to the six digits sometimes. I've tried to clip this, but the stuttering always disables the Steam game recording.

I'm running this on a Dell G15 laptop with an i9 CPU and a 3070 GPU.
