Game crashing on startup results in total loss of custom builds and saved builds

I've had this happen twice to me in the past week. My game kept crashing on startup for some reason until I restarted Steam. Both times, all my custom builds and saved builds from other people completely disappeared with no way of recovering them (unless you save the build ID in a bloc note or something). Also this doesn't happen if I crash mid game, it's only if I do on startup before getting into the hideout.
