Game crashes on loading Explore NYC mode

When the update first came out I would just stuck on a black screen, but now the game closes as I load in.

Not only that but console command of any map (dl_midtown/dl_streets) causes same issue

doesn't matter if i use the start game ui or the command, it hard crashes. already tried full clean reinstall, updating graphics drivers, changing from DX11 to vulkan, clearing configs, etc. windows 11, ryzen 5800x, rtx 3090.
