Frame cap on title screen

The title screen sends my GPU into a coil whine-inducing fit with FPS exceeding 3K. While enabling V-Sync helps, having a frame cap option in the settings would be nice.

Second on this! plus btw it would be huge QOL feature for higher end builds who don't want to change their monitors refresh rate.
