FPS drop when teammate uses VC

My fps is capped at 60 and whenever someone uses voice chat my fps will drop to around 40 until they stop. This happens when im spectating a game too.

Also recently my fps is getting worse. Before this week my fps will at worst be around 40. Now during team fights my fps drops to <20.
