Focus Lens Damage Dealt after silence doesnt give shiv rage bar, but it gives Silver ult

Its odd that the ending damage for Focus lens doesnt give shiv additional rage bar, but it gives Silver additional ult charge. Why not just make them have the exact same mechanics to avoid confusion and these inconsistencies?
