Flex slot for enemy is broken

When I looked at enemy's flex slots, everyone got the same stuff in the same window ( Seven bought this upgrade twice). Issa bug or a feature?

if I understood correctly, then T2 is still standing. This means that the additional slot must be closed. If so, then I think it's a bug. I hope that he did not give an additional advantage.
