Fleetfoot variant for melee attacks

As the title says; an item that grants an effect similar to fleetfoots passive that removes the hard slowdown on your quick/strong melee attacks.

I think this would be an interesting active for a 1200 melee item. Or could possibly show up in a melee hero kit.
