That's not a bug, it shouldn't be here in "Bug reports" section.
Proper place to report cheaters is official discord server
It has dedicated "reports" text channel for it

Для этого есть специальный текстовый канал «отчетов».

You are likely looking for it in the wrong discord server. It's not community server, but the one you can only get invited to in game.

I'll give you the link, but it will only work for you if you joined official discord server using ingame invite
