Throw out a line of spirit to chtch a hero.
If hero is flying and hooked, they lose the ability to go up and desend at a inceased rate
It also disables movment based abilitys

good point, but i though more on the lines where the target falls down instead of just floating in the air.

for example, if a Seven has majestic leap and ults in the air, you have a oppitunity to pull him down into the ground.
another one, when vs a Vindicta and she takes flight (to run or fight) you have a counter for that.

so mabey this item will be a upgrade of that

hmmm did they change how it works i swear last 3 days i got access and whenever i used slowing hex excat same scenario they fell down ?

might be at the end of duration for your case.
but for me and bunch of others, it sucks when you are chasing and they just fly off or when you trying to get away into cover, but you die from above
