first item slot hotkey input only works as a queued action after pressing parry (hero sandbox)

I am trying to activate warp stone but it doesn't work as expected, it only works when I press parry and during the animation press the hotkey

restarting sandbox mode fixed it, I am not sure how or when it happened unfortunately. I was editing a build and just playing around when it did.
