I really like that one too, but here is my own take on it.
Hero name: Film Director
Lore: He's a well-known film director that's directed many Oscar-winning pictures. Audiences have wondered just how some of the more gruesome scenes of his films were captured, and he never reveals his secrets. Always trying to push the boundaries of what can be on the silver screen, he wishes to complete the ritual to bring more horrific creatures in front of his camera.
Gun: Luger Pistol, 8 rounds per mag
While it is technically a prop, it actually functions as a pretty solid gun. It's fire rate would be a little higher than Lady Geist's, but deals less damage. The hero is intended to be in a more supporting role, building spirit damage and not necessarily gun damage.
1. Lights!
Two light stands are deployed in front of you, shining light on the area. The light can be blocked by walls such as MacGinnis or Paradox. The light will slow and deal spirit damage to enemy heroes that come into contact with it, with the slow immediately dissipating when they leave the AoE. It also buffs allies' move speed, following the same rules. One of the upgrades for it would be to heal allied heroes that walk in it.
2. Camera!
Shows a countdown in an AoE on the ground like below.
When the countdown ends, a camera flashes, stopping all enemies within it and dealing spirit damage. Note that this is STOP and not stun. This means that any action being carried out would still be continued, much like Paradox's 3rd skill. This can mean if you catch a Seven using his Ultimate in it, it will pause the ultimate, and then resume it after the duration is over.
3. Action!
Restores two units of stamina for yourself or an ally of your choice. When you play Film Director, all allies' stamina will be shown to you. Upgrades include restoring one stamina unit to all allies around the target, and always restoring one stamina unit to yourself.
4. Rolling!
Charge-based ability, starting with two charges by default. The Film Director places a camera, and while placing it, it's cone of vision is shown. Last 60 seconds, and any heroes that walk in front of them are recorded. This recording is shown to the team in a small box in the bottom right corner of the screen, as well as pointing out where on the map it was. Cameras can be attacked and destroyed, however anything captured on video will still be shown to players before it's destroyed. Upgrades would include +1 charge, +30s duration, and when Camera! is cast, enemies in vision of the camera are stopped for 0.5s and take half of the Camera! damage.
Midboss WILL attack cameras!

I honestly don't know if this would be remotely balanced, but I just really liked the idea of a film director having skills called "Lights! Camera! Action! Rolling!".
