Extremely poor performance in the Player Outlines shader.

I've been experimenting heavily in a local match, and I found a really big performance issue regarding Player Outlines.

What's this screenshot?
This is an ingame screenshot with 11 bots + me, on the top left you can see a bunch of information about GPU/CPU usage and frametimes.

What did you say about Player Outlines?
In the red rectangle on the screenshot are the Player Outlines, You can see the bots outlines. From my testing, if you look towards the outlines, your frametimes skyrocket.

In my build (Intel Core i5 10400F + NVIDIA GeForce GTX 1650), This causes frametimes to go from ~10.0ms (100 FPS) to ~36.0ms (27 FPS). If you look away from the outlines, your frametimes go back to normal.

The shader that draws teammate outlines is extremely slow, and should be optimized.
