This is already documented by @dancedanceincineration, but this is a video showcasing all known abilities which are capable of this bug. There are items
Hopefully this will be reimagined rather than just being outright removed.

In this video there's:
  1. Abrams' Siphon Life
  2. Paradox' Kinetic Carbine
  3. Kelvin's Ice Path
  4. Kelvin's Frozen Shelter (both the creation and destruction can be used)
  5. Ivy's Stone Form
Mentioned by @ZM_ that I didn't know of:
  1. Infernus' Concussive Combustion
  2. Dynamo's Singularity
@maxrocko showcases a few items, here's an extensive list:
  • Weapon Items:
    1. Fleetfoot
    2. Vampiric Burst
  • Vitality Items:
    1. Restorative Locket (can't test but remains highlighted)
    2. Colossus
    3. Unstoppable
  • Spirit Items:
    1. Echo Shard (remains highlighted, does nothing)
    2. Refresher (remains highlighted, does nothing)
A common theme I'm noticing is that the items are specifically usable while busy, so all of these can be used during certain actions (for example Ivy's Stone Form) if they can be used during Heavy Melee.
