Express shot procs and prevents the gun damage of the ult from procing.
At first I thought it was just the regular gun damage from the ult being relabeled, but then I noticed that it doesn't apply the full amount of the normal shot

Damage dealt without Express shot, but using another T3 so the gun investment is the same

As you can see, the ult is meant to do 898 gun damage. But then express shot procs and does 690 damage while the gun damage from the ult disappears.
BONUS: I also think that the ult procing items is a bug, but I've reported that in another thread
