Explore NYC in Party has cheats disabled

Pretty sure this is a bug. If you click explore NYC in a lobby, it's impossible to use cheats or anything whereas if you click "sandbox" cheats are enabled, even though the two modes are essentially the same. If it's not a bug, I would question why the usage of cheats in multiplayer explore NYC sessions is disabled.

It was changed in the March patch when they allowed NYC exploration for parties (previously you could not explore NYC while in a group).
I don't know if it's a bug or intentional, but I assume it's a bug.
