Expeditious Recharge and Reactive Stun

Expeditious Recharge:
- Upgrade from Rapid Recharge
- Getting a kill with a charged ability instantly refills 1 charge

Reactive Stun:
- Upgrade from Reactive Barrier
- Creates an AOE stun around you when you are movement locked, Stunned, Chained, Immobilized, or Slept
(This is especially helpful in late game as you encounter more CC)
 
Reactive Stun would be laughably broken. Certain heroes would be straight up impossible to play if the only value they bring to a team is shut down incredibly easy and passively. Good CC counterplay (Unstoppable, Debuff Remover, Counterspell) only provides you enough breathing room to potentially make a game-winning play (you still have to make the game winning play). Reactive Stun just boils down to "buy this item to shut down hero XYZ passively with very little counterplay). Reactive Stun goes further away from the playmaking side of the good CC counter play aisle, and far far closer to the passive safety and free value aisle.

Oh, and it also wouldn't do shit against knock-ups, which tend to be the most spammable CC effects in the game.
 
Expeditious Recharge is decent item, since it require to kill with ability to recharge. Reactive Stun being upgrade of Reactive Barrier and Vitality item should be purely defensive item. The stun it applies is too much for doing nothing.
