Exhaustive Bullet - Stamina steal on last shot in mag

Basic idea is this:
Passive:
If your last bullet in a magazine hit an enemy hero, steal one stamina* from target and get +1m/s move speed (for 3 seconds).

* clarification for "steal one stamina": If enemy hero has 1 or more stamina (charged) left, remove 1 and add 1 to yourself. (As if the enemy had jumped and drained 1 stamina while you suddenly get one extra charge instantly)

The extras (+12% weapon damage, +4 spirit power) was just taken directly from mystic shot, will probably need to be tweaked to make it more interesting/better/more balanced
 
I think it's an interesting idea, but there's a caveat that I once ran into when I thought about suggesting an item that gave your last shot bonus effects, don't forget that there are heroes who can load bullets individually (like Abrams for instance), so you could technically get yourself into a situation where every shot is your "last bullet", theoreticlly letting you have a constant movespeed buff and infinite stamina in lane.

Oh, I'm not that familiar with Abrams, didn't know he could do that. Then yes, absolutely make sure that he can't exploit it, or make it trigger on something else entirely.
 
My idea for the use case is both defensive and offensive:
- Use it to empty your last shot and then instead of perhaps dying during the reload you get a chance to escape where the enemy can't dash after you.
- Use it to chase down people by closing very distance effectively
 
Just give it a cooldown like Mystic Shot, the problem is what happens if there are no stamina to steal?
Maybe just add 1 stamina to the base stats, then just make it reduce 1 stamina bar on hit.
 
Could be a cool "pursuer" item, but with all the ways to stun or debuff speed, I'm not sure it's necessary. I like that it favors keeping a low magazine size so maybe keep it! Should be value to keeping numbers small instead of "bigger is always better"
