Escalating exposure stacking with Mystic vulnerability.

This seems to basically acquire true damage on character like viktor making no amount of spirit resist do anything. Not sure if these two items passives were intended to stack if owning both at the same time.

I don't understand what you are saying here, mystic vulnerability builds INTO Escalating exposure, so how could a character have both? if you are talking about EE having both passives, that is intended

There is a bug that allows the purchase of both items.

To be clear I do not know how they did it, but a viktor on the enemy team had both items in his inventory at the same time.

It's a scoreboard display bug with items. Go into the replay and you'll see that they don't actually have both the component and upgrade at the same time.
