Buying enduring speed will give the player visually, permanent speed streaks as long as the perk is in effect. I'm pretty sure these speed streaks only appear when doing things related to dashing or sliding.
Buying other move speed items that exceed the movement speed given by enduring speed will not causing any speed streaks to the player while enduring speed is the only item that will give the player those speed streaks regardless if it's slower than other items.
This works on every character with the effect is being way more noticeable on certain heroes than on others.
