Echo Shard Nerf / Redesign Concept

Suggestion - Change Echo Shard to imbue 1 ability with a passive.

Every 20 seconds, sets the imbued abilities cooldown to 0.1 seconds. Imbued ability has -20% damage.

Concept - This nerfs the utility of the item by locking it to one ability. In most cases, this will not make a difference but does take away some of the skill expression associated with the item. The real reason this should be imbued to an ability in because you could then reduce the abilities damage for balance purposes. Further, this opens up an active item slot (buff) and makes it easier for new players to pick up this item without feeling overwhelmed.

Thoughts?

I think a better way to word it would be

"Imbued ability can be cast a second time within x (eg. 1) seconds of casting it. The imbued ability's damage is reduced by 20%" 20 second cooldown

I think a bit of the issue with this fix is the issue with an echo sharded ability isn't always its damage, sometimes it is it's doubled utility which wouldn't be reduced by a forced damage decrease.

However I do think this is on the right track for something
 
I don't see why Echo shard needs a nerf. It's not a very common pick outside a select few heroes anyway.

That said, I wouldn't be opposed to it being as it is but also being Imbued. Then, make it so that when it's activated it always refreshes the selected ability. That reduces the flexibility of the item, but not necessarily the potency (which I don't think is needed anyway). It also makes it a lot easier to use.

Having 4 active items plus 4 abilities is a bit much for the average player (I have friends with 100+ hours who refuse to buy active items lol).

Making this a passive item would be a quality of life change for new players or anyone who is less skilled mechanically.

I mean, part of how items are balanced are if they have an active effect or not. It can be a big sacrifice to make something active as it might limit your ability to purchase other actives, like counter items. Changing it to a passive is actually a buff.

That said, if this were to be changed to be passive, all it would have to be is passive. Lots of passives have cooldowns, and the passive effect would just say that it instantly resets the cooldown of the imbued ability.
 
they should add delay on ability after echo shard so bebop could not use it back to back! like after the use bebop can't use stick bomb for 3 second or so
