I've mained Dynamo for much of my 1.3k hours, and he has always been able to use Quantum Entanglement to get out of Vindicta's stake. However, as of the patch introducing Mina, this is no longer the case. Quantum is now placed on a cooldown equivalent to the stake's duration while being affected.
Because this wasn't formally introduced in any patch notes, I'm hoping that this is unintentional, since one of the most important aspects of Dynamo is his capability of assisting his team in dodging crowd control abilities, like Vindicta's stake or Infernus' ultimate.
