Dynamo's fire rate slow stacks additively with other fire rate slows

Dynamo's Kinetic Pulse T1 effect is a -35% fire rate (and movement) slow. Rusted Barrel and Suppressor are also both -35% fire rate slows.

In sandbox, if I proc Rusted Barrel and Suppressor on a target with +45% fire rate, they will be reduced to -13% fire rate, because fire rate slows stack diminishingly. The math is, I believe, 0.45-(1-(0.65x0.65)) = -0.1275.

If I instead proc Suppressor and Kinetic Pulse T1, the same target is reduced from +45% fire rate to -25%, which only makes sense if the two effects stacked additively instead of diminishingly. So, simply, 0.45-0.35-0.35 = -0.25.

So that seems like a bug.

I haven't tested if there are any other abilities or items that could have this issue.

edit: HuntBunt (who btw is the one who found this bug) said he tested other character fire rate slows and found (only) one with the same issue, which was Bebop's uppercut.
