First thing to be said here is that I think abilities benefiting from upgrades dynamically is NOT a problem and I believe it should stay in the game.
There are bugs that make the way it works seem counterintuitive, the video shows dynamo's singularity interaction with this mechanic:
1) upgrading his singularity to tier 1 (radius increase) during cast, does not properly show the increase visually, but it does apply, pulling in enemies from further away, than the initial cast radius;
2) upgrading his singularity to tier 2 (duration increase) during cast, does not actually prolong it, but just animation locks dynamo with no effect from his singularity. I believe this is the same bug as the one brought up in another thread about seven's ult duration back from september 2024.
