In his previous life, this man was a snake who worked for many different dangerous crime families and constantly got one over on them. One day his luck ran out, his feet were bound together, tied to cinderblocks and he was dropped into the ocean, never to be seen again.

Until now that is, he's returned as a demon with the power of Hydrokinesis. Using the very thing that killed him against his enemies by either tripping them up, pushing them around or just killing them. All the while his feet are still weighed down, making him walk at a much slower pace.

It's a simple idea but I think it works perfectly in the context of a 30's style game with mobster inspirations. Sleeping with the fishes wasn't uncommon to hear about.
 
1 - hydrosphere

target an area. then, after a formation time, trap enemies inside a ball of water that does damage over time as it slowly rises into the air. enemies or allies can damage it to end the effect early.

2 - cement shoes

stop a targets momentum and cause them to fall near instantly and deal damage when they land based on how close other targets are to them. if an enemy they lose all stamina.

3 - dry drowning

passive. 30% of damage you deal reduces the targets total hp pool by that amount for 7 seconds. deal 10% more damage to enemies per point of stamina they are missing.

4 - sleep with the fishes

slow in a wide area as carnivorous fish leap between random points, prioritizing their flight paths to strike damaged enemy heroes. the longer enemies stay inside the more intense the slow and the longer it lingers if they escape. enemies that stay inside for more than 4 seconds are silenced for the remainder of the slow.
