I have a clip of me not receiving a parry after a successful parry, leading to me not being allowed to follow up with another.

there are several bug relating to lag, or desync, or server inconsistencies when returning a parry, or successfully parrying. Extremely common in laning phase for some reason. I have another clip i will be submitting as a separate bug report about getting punched mid parry, but its worth mentioning the parry system seems to have several internal flaws relating to lag...
