downgrading skills from tier 1 to tier 0 has no visual indicator on the user interface (training mode)

When dowgrading skills from the first upgrade down to base, the checkmark doesn't leave the screen. The other elements of downgrading skills in the training ground work, like, the skill regresses, but the buff indicator and the checkmark don't. Was working fine last patch, if I recall correctly.
