After the most recent 4/10/26 update that made Doorman's cart dispellable, it's brought open a new can of worms of people being able to cast all kinds of abilities while on top of the cart. It mentions that it 'immobilizes/movement controls' characters, yet as you can see in this clip here Mina is clearly able to use Sanguine Retreat while riding the cart. A whole slew of abilities can be cast on the cart now, like Ivy's Stone Form, Dynamo ult, Paradox Time Wall, etc. According to the wording of the patch these should be allowed, but abilities cancelled by slowing hex (like Mina 2) should definitely not be.
Additionally, at the end of the clip you can see a weird interaction with Mina going in bats but still getting pushed back by the cart.
