Does Family Share mess up the friend invites?

I invited a friend who did not get an invite but was playing on my family share and they classify as invited already. Is this a bug or is their invite pending/processing?

I am experiencing the same bug, I cannot invite the family member as they are listed as invited.

But we only have 1 license in our family share, so we cannot play together
