This is a premium upgrade for healing booster playing into 'unkillable build'/tank fantasy. It is supposed to work well with heroes like Warden who try to out heal the damage they receive, but also other heroes looking for anti burst measures. Deadlock is slowly paced shooter, and you can easily play against it, it may be a little bit of a satisfying bait. 600 damage is not that much in late game, so you should always be able to trigger it, and the values can be adjusted in both directions for different gameplay.
