As the title states... Dispel Magic Cancels Life Drain?

This a feature or a bug?

It seems like a bug. But I could also just be ignorent.

I play a lot of Geist myself, and I don't think this is a bug. Dispel Magic does remove the ultimate negative effects, so it's logical, imho
