Deadlock Invite still pending

I sent a friend of mine an invite to be a playtester and the invite says it is still pending. My friend didn't receive anything in steam notifications or email. We also checked this link for his account

And it still does not show anything. I also tried unfriending and re-friending him with the invite still pending and nothing changed. Anybody else run into this issue?
