Damage over time doesn't proc mystic burst

Infernus burn, Ivy kudzu, etc (if it's doing 80+ dps) do not proc mystic burst or tankbuster.

Yeah, it's not supposed to trigger mystic burst since it's an item that works with a single burst damage to begin with, like Lash's ground strike, Holliday's crackshot, Talon's charged shot, etc.

I would happy with this answer if it was specifically stated it only worked on "burst damage" (which seems arbitrary)
