This seems to happen with abilities that are count as separate damage instances; Things like 'Fern's Napalm and Calico's T5 Ult don't cause this.
Sinclair's Rabbit Hex, Geist's Malice, and Paradox's Pulse Grenade:
- Charged Melees on a target afflicted with the debuff get 4 stacks
- Uncharged Melees apply 2 stacks instead of 1.
Pocket's Barrage:
- Similar to above, but procs another regular melee
- Applies +1 stack instead of doubling -> 3 from Charged, 2 from Uncharged
Geist Example: Heavy Melee applies 2 stacks as normal. After applying Malice, Heavy Melee jumps to 6 stacks and stuns.
