I believe it would be a fair change to rework Curse into an extremely strong counter-item, stronger than it currently is.
First off, for balance, I say that to buy Curse, you need to upgrade Silence Glyph into it, that way, you can't have both items on you, plus it makes sense, but to go further, you should require Slowing Hex to build into Silence Glyph, in return, Enduring Spirit should no longer be required for Slowing Hex. I believe it does make sense for Slowing Hex to build into Silence Glyph, as Slowing Hex is practically Silence Glyph for mobility.
In exchange for this tremendous price increase, Curse should be able to go THROUGH Unstoppable, making it the most powerful counter-item in the game.
I believe this would be a good change, as Unstoppable currently is too much of a "pop-and-go" item that has no counterplay once it is active, plus for certain characters, like Yamato, it is downright impossible to stop her from chaining her ult with refresher, meaning that this stronger Curse would be a valid counter-item, as it would/should curse her through her Ult's unstoppable. If Curse gets to cancel Unstoppable, it promotes a more critical usage for Unstoppable, rather than a "pop-and-go".
If it still feels too strong, certain stats of Curse can of course be readjusted.
