Crazy lag when looking at the enemy

Ever since the big update, I've been plagued with connection issues as well as general stuttering in all my games. It wasn't a problem until after the update. However, in a match, I can face towards spawn and the delay, stuttering, and general suckiness goes away. Any ideas on how to optimize my laptop for this?
