Crashing when connecting to any game that uses midtown map

Sandbox mode works fine, playing on my steamdeck also works. Just my pc, that has been running it fine, is having this issue.
In the bottom right corner it says "completed 0 of 0" under "Pre-Loading map and shaders".

Things Ive tried
-reinstalling
-changing my rendering options
-changing my graphics
-replacing my pak01.dir file with someones who doesnt have the issues file
-running as admin
