Pretty much the title post, was playing a game, crashed and then was unable to join because of VAC. Restarting Steam did not fix the problem, was unable to rejoin then got a 30 minute matchmaking penalty. Told me to reinstall Steam and this was the first time I've ever encountered anything like this playing Deadlock.
