If you're afflicted with a debuff and counterspell the same debuff application, the debuff timer will reset as if you were hit normally. From what I can tell, it will only proc counterspell if the trigger does damage (ie it'll give you the heal and put it on cooldown). Otherwise it's as if the parry didn't work.
Only tried this with a couple of heroes but I do know this happens with any active items that apply a debuff (silence wave, curse, etc)
