counterspell not working against damage over time effects

Using counterspell doesn't prevent damage from effects already applied to the character like damage over time.
If its intentional please reconsider because it doesn't feel consistent considering it blocks everything else and it could be a nice source of healing against characters with damage status effects in the laning phase.
Also, can we have it tell us which spells are blocked by counterspell in the damage recap because in a fight it could be hard to tell what was parried and so harder to see if you're getting good value out of the item.

If you want to dodge DoTs you can buy Debuff Remover, it also heals you when you are removing DoT effect.
Counterspell saves you from 1 damage instance, so you can dodge Infernus afterburn, Pocket's ult and Vindicta's crow.
Item works correctly and it's not a bug

It's viable, but not really effective. Don't always proc and mirage can just keep poking.

Yeah, I exaggerated that a bit, other items works too, though not perfect.... The 45s CD makes it not very practical.
