Cooldown reduction on ult resets ult cooldown indicator at top of screen

This applies to CDR items and ability upgrades. Basically the ult cooldown indicator that everyone sees at the top of the screen will think the total cooldown is whatever is left on the cooldown at the time of purchase/upgrade, causing the ult indicator to reset to 0 and charge more rapidly than it should.
