Consumable Refresher and Echo Shard

Conusmable items, used sparingly, could solve quite a few of Deadlock's current issues with item balance (when combined with hero abilities). Echo shard is core on Bebop bomb build or Refresher is core on an ult Dynamo build, yes! Those are great, fun uses of the item. A magician that double rabbit hexes your whole team twice is unfun. A Yamato that refreshers and double ults your whole team is not fun to play against. My arguement is that refresher and echo shard (and possibly other items) could stand to be on a long cooldown, consumable use.

If items can only be used one time, they are much more fun and impactful to execute or counter successfully. There would also be an excellent addition of the new layer to track in game: is refresher/echo shard available right now and can the other team afford one. Starving out jungle and securing souls is a core part of the game already, but items are only counter bought. Very, very rarely does anyone sell a truly impactful item, but what if it was a limited resource?

Both of them would have to be a lot cheaper and stronger in general to even justify being 1 use only. Echo shard isn't even that great to begin with outside of a few hero interactions.

A far easier and simple way to fix either of those items would be to just nerf the heroes/abilities that they are "problematic" on.

We'd end up with 3 or 4 items left in the game if we started getting rid of any item that's perceived to be strong or unfun.
