Consumable Items (+Refresher Feedback)

I think some items like Healing Rite and Refresher (especially new items) should be consumables, meaning that you would have to buy it each time you want to use it. I think this would add a lot of balance and strategy to the game.
They should take up and work like active items. Except the items can stack with cooldown. If you had 2 healing rites, and you casted it on yourself, it would take one healing rite and be on a 60 second cooldown. After that, you can use another one on your teammate, but now you are out of healing rites.
Obviously theres room for improvement and balancing, as some may find this annoying or just straight up not buy the item anymore. However, I think this will be a right step in the direction as I think Refresher is an overpowered item and should be adjusted accordingly.
