Consistently getting lowest priority hero

Ever since the new update I've been consistently getting my lowest priority selected heroes even when there's no one in the lobby playing my high priority hero (Victor). At first I thought it was prioritizing the new heroes I had in my roster so I took those out but that hasn't fixed it. Right now I have Abrams and Infernus as low priority, nobody on medium, and Victor on highest yet in 5/6 games I have not gotten Victor. Yoshi pls fix.

Have you been checking the bans? The matchmaker will happily place you into matches where your high priority hero is banned.
