Chronomancer - The Time Traveller (Hero Concept with Abilities and Appearance)

A concept for a hero based on controling time, heavily inspired by the works of H. P. Lovecraft.

Background

As a famous scholar and inventor, Arthur was always recieved well in both scientific and aristocratic societies; he was often known as an optimistic and light-hearted person, capable of maintaining very deep conversations. Especially when it comes to history, time and chronology.

From the moment he suddenly stopped appearing in society, many rumors began to circulate, one of which said that the poor researcher was killed by his own invention, from which a terrible creature appeared and ate the scientist alive. Even Arthur's house disappeared without leaving any traces.

But new information was not long in coming - people started saying that Arthur is currently in New York, only instead of legs he has red tentacles, and always asks strangers about time, though everyone after talking with him will freeeze without moving forever.
Is that the mysterious creature creature conrolling him? And is he really dead? The right answer is known only to Arthur, or, how he is being called today, the Chronomancer.

Chronomancer is a young gentelmen, who wears a cylinder and an overcoat, and always looks on his pocket watch through his monocle on the left eye. He has red tentacles growing from his back, which he uses for movement, and sometimes for holding things like books or even more pocket watch, to always be aware of current time. As a weapon, he uses his signature shotgun, which he can hold either in his left arm or his tentacles depending on the situation.
He has a cheerful and humorous personality, preferring to be friends with everyone and tell people what they like, instead of his real opinion. He is well versed in science and prefers to remain precise, which may lead some to consider him "boring".
His power to control time is truly great, and its source is known only to the world's most powerful; but even they have no idea where Arthur has been all this time, or what he needs from the Patrons. Perhaps, Arthur himself will share his secrets?

The concept of the hero is based around having 5 abilities at a time, which mostly deal spiritual damage and are suited for solo play, combining both debuffs, buffs, control and burst.
