The whole replay from hero pov is kinda sus, it looks like she's hitting anyone around her crosshair instead of at the center (but it may be a replay bug) but this one scene on the video (10:30 in-game time) shows that she's 100% cheating.

Nobody "such good" would just keep shooting at someone through the roof, it's clearly an aimbot combined with wallhack.

Yup, but the report window is closing after some time and because of that you can't report someone after watching replay.
