Hi! This is my first Item idea ever so please let me know if you think it is too strong or weak for a $6400. Thank you to the very cool person who made the Deadlock Graphic Designer, tried to do this myself once and it didn't work out.
I made this because I personally really want a T4 item that grants charges, but I don't want abilities with charges to feel too overwhelming. I figured that having the power of an item like that move to the ultimate would be a neat idea. Also let me know if you think the Item should have a cap on the amount of stacks it can generate. I feel like that would be balanced but could also see it limiting the power fantasy of the item a bit (obviously you could tune the %'s to make an uncapped version balanced). Anyways thanks for reading and let me know what you think or if you want something similar!
