Charged abilities on CD even after filling recharge slots with Recharging Rush

Basically if you use an ability that is charged, and then gain the charge back with recharging rush, even if your ability's charges are full, the cd will still be charging behind the scenes without you being able to see. This is more noticeable when you only have one charge of an ability, because it lets you have two charges of this ability (as seen in the first video). You don't hold onto this extra charge forever though, it goes away after a bit. Now this may be intentional but it doesn't mention it and it doesn't seem like it would be especially with the interaction with only one charge.
